Out-of-state drivers must surrender the old license and take a written test in addition to a sign and vision tests, and possible a driving test if the license has been expired more than a year.

Bring either a driver’s license with a photograph or two forms of identification; one must show a birth date and full name.

The driver must have two of possible 19 forms of identification. Such forms may include a birth certificate, school transcripts signed by a school official, military discharge (Form DD214), passport, income tax record, marriage license, limited driving privilege papers, unexpired vehicle registration, and immigration documents.

A birth certificate is preferred and it must be a certified copy.

Drivers must bring proof of liability insurance and a valid Social Security number or individual identification taxpayer number if not eligible for a Social Security number.

If a driver is renewing a license that has been suspended or revoked or is getting a North Carolina license for the first time, he/she must have form DL123, proof of liability insurance, filled out by the insurance company or a copy of the original insurance policy less than 30 days old.

Registration and Tags

  • New residents must obtain insurance from a company licensed in North Carolina prior to registering the vehicle and getting a North Carolina title.
  • The title fee is $35. License plates are $20 or $25 for a passenger vehicle and must be purchases within 30 days after establishing residency.
  • To get a title and a tag, new residents must bring their previous out-of-state title, proof of insurance and policy number and declare the vehicle mileage.
  • The person(s) to whom the car is titled or registered must register the vehicle(s).
    * New residents whose car titles are in the name of a lienholder should bring the registration as well as the name and address of the lienholder,
  • There is a highway use tax fee charged each time that a title is transferred. The tax is three percent of the value determined by DMV value package with no maximum. Vehicles titled out-of-state and re-titled in the same name in North Carolina have a $150 ceiling.

Driver License Fees

  • Learner’s permit - $15; duplicate license or identification card - $10.
  • Class C license, depending on age of driver and time of renewal - $16 - $32.
  • Class A/B license, depending on age of driver and time of renewal - $24 - $32.
  • Approximate fees per year $4 for each year that license is valid for Class C license $4 per year for licenses classes A and B $15 per year for a commercial driver’s licenses (CDL), classes A, B, and C plus $3 per year for each additional endorsement.
  • Motorcycle endorsement - $1.75 per year
  • Personal checks are accepted if they are labeled with the same address that appears on your driver’s license or if they are drawn from any North Carolina bank.
  • No out-of-state company checks are accepted. Inspection
  • New residents moving from out-of-state have 10 days after getting their North Carolina auto tag to have their vehicle inspected and the inspection sticker displayed on their vehicle.

  • Within 60 days after establishing residency in North Carolina, you must obtain a state’s driver’s license.
  • New residents must bring their out-of-state licenses and proof of liability insurance to a testing station, where they must pass a written exam and an eye exam. Proof of full name (birth certificate, passport, marriage license, diploma, etc.) and proof of residency are required. Documentation of Social Security number or individual taxpayer ID number is also required.
  • Road tests are given at the examiner’s discretion.
  • The fee for a driver’s license is $10 - $20, payable in cash or a check drawn on a North Carolina bank.
  • Your first North Carolina driver’s license will be issued for four to eight years, depending on your birthday. Thereafter, it will be renewed for five-year periods, to expire on your birth date. Drivers age 62 and older renew every five years for $12.50.
